Jakarta Becomes a Role Model for Integrated Protection Services for Women and Children

Jakarta Governor Pramono Anung witnessed the signing of a Joint Decree concerning a pilot program for the provision of integrated services for women and children in Jakarta, at the Grha Ali Sadikin building on Thursday (6/4).

This program serves as an implementation of Presidential Regulation No. 86/2024, a derivative of Law No. 12/2022 on Sexual Violence Crimes (TPKS). Through this initiative, various ministries and the Jakarta government are committed to establishing a more effective, integrated, and equitable protection system for women and children.

Pramono welcomed the initiative, pledging to oversee its effective rollout across Jakarta.

"I have directed the Jakarta administration to take this mandate and pilot program seriously. We will see it through in its entirety, ensuring that our efforts continue until the program's conclusion in 2029," he expressed.

He emphasized that the program's implementation is vital for reinforcing a more integrated, responsive, and people-centric protection system.

Currently, he continued, the Jakarta administration has integrated these standards into existing infrastructure, most notably in public transport networks like Transjakarta that cater specifically to women and children.

"We are committed to ensuring that all facilities are child-, women-, and disability-inclusive," he explained.

To maximize implementation, the Jakarta administration plans to leverage digitalization through platforms like the JAKI app and Smart City systems. Pramono hopes the initiative will deliver real impact and prioritize the needs of victims.

"We are fully committed to fulfilling this mandate. Our primary focus is to ensure that the 24-hour maximum turnaround time for initial case handling following a report is strictly met," he clarified.

Women’s Empowerment and Child Protection Minister, Arifah Fauzi, noted that the Joint Decree reflects the state's duty to deliver a robust and just protection system.

Data from the 2024 national surveys on the life experiences of women, children, and adolescents reveal a stark reality: one in four Indonesian women between the ages of 15 and 64 has been a victim of violence at some point in her life.

Similarly, for girls, it is recorded that 51.72 percent of those aged 13–17 have experienced at least one form of violence in their lifetime. Meanwhile, the figure for boys in the same age group stands at 41.83 percent.

She explained that Jakarta was selected as the pilot city due to its status as the capital and a hub of public activity.

"Why did we choose Jakarta? As the capital and an epicenter of activity, Jakarta possesses high social dynamics and protection challenges that reflect national-level complexity," she explained.

Further, Jakarta possesses comprehensive health, legal, and psychosocial service facilities, as well as adequate institutional capacity.

"We want to ensure that no victim is forced to wait too long to receive the assistance they need," she continued.

National Police Chief General Listyo Sigit Prabowo also welcomed the signing of the Joint Decree between the ministries, police, and Jakarta government. He emphasized that services provided to the community, particularly for women and children who are victims of criminal offenses, must be delivered optimally.

"It is our hope that with these services in place, the public—especially women and children who have fallen victim to crimes—can be truly and effectively served," he concluded.
